FAQ: Feb. 17 Campaign Verify Tokens & EIN Changes and Requirements

Overview: What’s Changing?

Beginning Tuesday, February 17, 2026, all new and existing submissions for the following number types will require additional information:

Applies to:

  • Toll-Free numbers

  • Short Codes

  • 10DLC (Local Registered numbers)

New requirements:

  • An EIN (all organizations)

  • A Campaign Verify (CV) token (527 organizations only)

    • One token per Switchboard account

Q: Does this affect my organization?

You may need to take action if:

  • You are actively sending on Toll-Free - Check your sending number type under your Organization Settings here.

  • You want to keep a backup Toll-Free number active

  • You are a 527 organization submitting new or updated messaging registrations.

  • If your sending number shows “Local Registered (10DLC) (Multiple Numbers)”, no immediate action is required unless you want to ensure your backup Toll-Free number remains compliant.

Q: I’m Sending on Toll-Free — What Do I Need to Submit?

If you are already sending on Toll-Free (or want to keep a backup Toll-Free number active), you must complete this Toll-Free Collection Form with:

  • Your organization’s EIN

  • Your Toll-Free Campaign Verify token

If you don’t yet have a Toll-Free token, generate one first through Campaign Verify, then submit the form.

Q: I’m Already Using a Toll-Free Number - Will I Be Shut Off on Feb. 17 if I don't have a token?

No. Verified Toll-Free numbers from 2024-2025 will not be immediately shut off on February 17, 2026 if a Campaign Verify token has not yet been submitted.

However, to avoid any future interruption, we strongly recommend submitting your token as soon as possible. Submit your Toll Free CV Token and EIN with this form!

Q: I'm Not Sending On Toll Free - Do I Need to Do Anything to Keep Texting?

First, double-check your sending number type here!

  • 10DLC: No action is required if your sending number says “Local Registered (10DLC) (Multiple Numbers)"

  • Short Code: An EIN is required if your sending number says "Short Code". If you are a 527 organization, you will also need a Campaign Verify token.

Q: I’m Launching a Campaign - Can I Still Text on Launch Day?

Yes. Same-day launch texting is still supported with advanced coordination!

Campaigns should plan for the following:

  • At least 2 business days before launch

  • Morning of launch

    • Submit required information to Campaign Verify

    • If you filed with the FEC that morning:

      • A traditional filing will not be available for ~24 hours

      • Campaign Verify can use the raw filing URL, available immediately

  • If filing locally or non-electronically

    • Flag this in your initial email to Campaign Verify

    • They may be able to coordinate with your local election authority

  • After Campaign Verify approval

    • Submit your completed Switchboard registration as soon as Campaign Verify approves

When these steps are completed, Switchboard can support launch-day texting, including guaranteed sending the morning of launch as needed.

Q: How Do I Check My Sending Number Type?

  1. Go to your Switchboard organization settings

  2. Scroll down to “Sending Number Type”

  3. Review which number type your organization is currently using

Q: What Is a Campaign Verify Token?

A Campaign Verify token allows Campaign Verification you’ve already completed to be reused during number registration.

Important details:

  • Tokens are specific to number type (10DLC, Toll-Free, or Short Code)

  • Tokens are not interchangeable

  • You do not need to re-verify your campaign if you’ve already completed Campaign Verification

Each token includes a number-type identifier in its name to help confirm it’s the correct one.

Q: How Much Does a Campaign Verify Token Cost?

Campaign Verify charges a one-time fee per entity verification per two-year election cycle.

  • Verification costs $95 for all committee types.

  • This fee is paid directly to Campaign Verify, not Switchboard.

Q: Do I Need a Campaign Verify Token?

  • Only 527 organizations are required to submit a Campaign Verify token. This includes:

    • Candidates, Political parties, PACs and other political committees that are 527 tax-exempt organizations

    • Committees registered with the Federal Election Commission (FEC), or State, Local, or Tribal Election Authority

  • One token is required per Switchboard account

  • The token must match the number type being submitted

Q: How Do I Get a Campaign Verify Token?

Here are step-by-step instructions on how to get a CV token!

  1. Log into the Campaign Verify

  2. Generate a token for the number type you’re using:

    • 10DLC

    • Toll-Free

    • Short Code

  3. Confirm the token name includes the correct number-type identifier

Note: You do not need to redo Campaign Verification to generate a token if you have already gone through the verification process
