🔐 Campaign Verify Token Requirements (Starting Feb. 17)

Beginning February 17, 2026, all Toll-Free, Short Code, and 10DLC submissions will require:

  • An EIN

  • For 527 organizations only: a Campaign Verify token (one per Switchboard account)

How do I get a Campaign Verify token?
Campaign Verify tokens are specific to number type (10DLC, Toll-Free, or Short Code), but you do not need to re-verify your campaign if you’ve already completed Campaign Verification. Just make sure the token you generate matches the number type you’re submitting.

Already using a Toll-Free number?
If you currently send via Toll-Free on Switchboard, we’ll be following up in a separate email with a list of your organizations and step-by-step instructions for submitting your Toll-Free Campaign Verify tokens. Verified Toll-Free numbers without CV tokens will not be immediately shut off on February 17th, however, to avoid interruption it is highly recommended you provide us tokens ahead of the deadline. Please keep an eye out for that message soon.

Can I still text on my campaign’s launch day?
Yes! We’re actively working with Campaign Verify, our vendors, and upstream aggregators to support same-day launch texting. Under the current plan campaigns should anticipate the following requirements:

  • At Least 2 Business Days Before Launch: Flag for Switchboard details about your launch using this form: https://swtch.to/launch-info 

  • At Least 2 Business Days Before Launch: Email Campaign Verify that you are expecting a launch. When opening a ticket, make sure to put “Urgent” in the subject line. You can open tickets on Campaign Verify’s site or by emailing support@campaignverify.org directly.

  • Morning of Launch: Submit required information to Campaign Verify. If you submitted to the FEC that morning, a traditional FEC filing will not be available for 24 hours. Campaign Verify has confirmed they can use the raw filing URL instead of the real filing. You can find your raw filing URL immediately here

    • If you are not filing electronically or you are filing with a local office, please make sure to let Campaign Verify know in the initial email ahead of launch. While it’s not guaranteed, they may be able to work with your local election authority to collect the information needed for verification.

  • Submit your complete Switchboard registration as soon as Campaign Verify is approved. 

As long as these steps are completed, we will be able to offer campaigns the ability to text on launch day, including guaranteed sending the morning of launch day as needed. We will work with each campaign on an exact strategy that fits their needs best as carriers and vendors continue to evolve the options they offer–so it’s important to hear from you in advance to guarantee sending on launch day. 🧪 Use List Splitting to A/B Test Your Messaging


Switchboard makes it easy to A/B test your copy using the list splitting feature. To do this just head to Phone Audiences, select your list, and click “Split List”. You can split an existing list:

  • Into equal parts

  • By an exact number of contacts

  • Or by percentage

You can also automatically create a list containing the remaining contacts. This makes it simple to test different messages on smaller audiences, identify the winning copy, and then send that version to the rest of your list with confidence.
